Overlook has had 4 residential burglaries in the past week north and south of the Going St. area in the N. Concord area ( I do not have exact locations). Forced entry is being made through side or rear windows and all have taken place during the daytime hours. A window is being simply smashed and then the burglar(s) is going through each room and throwing items all over the place in what appears to be a search for valuable items. Dresser drawers are just being thrown down to quickly look for valuables. Of particular note, the suspect(s) are eating food in the kitchens and exiting through the front door. Officers are reporting the victim's houses are sustaining an unusual amount of damage almost as if the damage was done on purpose.
Community Action
- Please take note of anyone suspicious around your home or neighborhood. If you see anyone acting suspicious or "casing" a house, please call the non-emergency number at 503-823-3333. It can not be stressed enough how important it is for the community to call the police if anything suspicious is observed. If in doubt, error on the side of caution and notify the police.
- Lock all side gates if possible and ensure all windows remain locked. Cut back any shrubbery around windows or doors to prevent any areas of concealment.
- Talk to your immediate neighbors and ensure they know your normal schedule and keep an eye on your home if they are home during daytime hours when you are normally at work. Listen and pay attention to barking dogs inside homes, especially if they don't usually bark inside.

TRAFFIC ADVISORY
Lanes to close on new streetcar tracks next week for vehicle testing
PORTLAND, Ore. – The Portland Bureau of Transportation announced that travelers on streets where new streetcar tracks have been laid should expect lane closures Tuesday through Thursday next week, February 21 through 23. New tracks are found on NW Lovejoy, N/NE Broadway, N/NE Weidler , NE Seventh, NE Martin Luther King, Jr., and NE Grand.
Both electrical and track testing will occur on the newly built segment as part of the ongoing creation of the Streetcar Loop project. Travelers will encounter closed lanes where streetcar are moving on new track segments and should use caution, obey signs and expect delays.
Streetcar and City of Portland staff thanked Portlanders in advance for their continued patience with the streetcar expansion to the east side.
The Portland Streetcar Loop Project is a 3.3-mile double-track extension of the existing streetcar system from the Pearl District in NW Portland, across the Broadway Bridge and south to the Oregon Museum of Science and Industry.

Hi Neighbors, it seems there is a lot to buckle down and do ths month. Considering the rash of petty crime we're experiencing in Overlook and ALL of North Portland right now, Wednesday's PSAC meeting is a great place to invest your time. Let the Commander know your needs and KEEP reporting crime! Our reporting statistics are up, but crime itself might not be. The additional numbers have meant more officers in Overlook.

2) FOT Needs Trucks (1/28)
Need 10 trucks!
Friends of Trees has the annual Overlook/Arbor Lodge tree planting coming up on the 28th of January at Kaiser Town Hall and we are in need of about ten more trucks to move trees around on planting day. I wanted to reach out and see if in any of your worlds you know of individuals who would be willing to truck drive for the Friends of Trees planting. 3) Volunteer at the Tree Planting (1/28)
Come out on Saturday January 28th for Overlook and Arbor Lodge neighborhoods' 13th annual tree planting event. Last year over a hundred people came and we planted over 120 trees. We want you to join us this year! Bring your kids or anyone else you want too. We will meet at Kaiser Permanente Town Hall at 8:30 for hot drinks and some breakfast items. Then we will go out in small groups and plant trees.
Volunteer roles that we seek are
- Pickup truck owners/drivers (I will help you remove and re-install your topper before and after the event, or we can just do it at the event).
- Cooks to bring some lunch dishes from home.
- Tree planters who will go out in groups with experienced tree planters to install the trees.
- Greeters to welcome people in the morning as they arrive
- General operations assistance.
This year we are in special need of neighbors who own pick up trucks. Pick up truck owners bring their trucks to the event, and have them loaded with trees(you can help with the loading if you want, but its not necessary). Then the truck owners drive the trees and a volunteer planting team to locations around the neighborhood where the trees will be planted. Your assistance is critical and greatly appreciated.
Usually people come alone or in pairs, so you will be getting to know some neighbors while out planting trees. If you want to contribute but can’t plant trees, please consider contributing some breakfast item or a dish for the big lunch we will have after all the trees are planted. Every year we also need people to help organize the meeting places, and to drive other volunteers and trees in your pickup truck. This year we might have close to 200 trees to plant, and will really need volunteers and pickup trucks.

4) PPS News From the OKNA Meeting
At this past Tuesday's OKNA meeting, representatives from Portland Public Schools came by to inform us of the listening and information sessions that will take place in the coming months. It's very likely that PPS will be looking for another bond measure on the ballot for capital improvements. Do those buildings need work? Everyone seems to agree 'yes' but how we pay for it and accomplish the work is a massive job.

5) Noisy North Portland Needs Volunteers
Well, we do have a lot of noise issues here. Now there's an opportunity for you to do something about it.
Portland’s volunteer Noise Review Board currently has a position the City is looking to fill. One seat is open for a “Citizen at Large” community representative on the board.
The Board is comprised of five members including: three citizen at large positions, a representative from the construction industry, and a professional in the field of acoustics. Appointments to the volunteer Noise Review Board are made for a three-year period.
The Noise Review Board normally meets once a month on the second Wednesday evening of the month. The Board is charged with making decisions on Noise Variances for projects that range from nighttime construction projects to large outdoor concerts. The Board also works to develop long term objectives for achieving reduction of sound levels in the community.
If you have further questions regarding the Noise Review Board, contact the City’s Noise Control Officer, Paul van Orden at (503) 823-5829. Interested parties are encouraged to file an official application for the City of Portland Noise Review Board and attend a Noise Review Board meeting (next scheduled meeting is February 8th, 2012 at 6 PM). Applications can be acquired from the City’s Office of Neighborhood Involvement. Completed applications should be filed by no later than Friday February 15, 2012 .

6) North Portland Greenway Trail PAC
Portland Parks & Recreation is moving forward on planning the North Portland Greenway Trail. This means you have a rare opportunity to support the development of a regional, 10-mile trail corridor! The North Portland Greenway trail will offer incredible outdoor recreation to walkers, runners, and cyclists, and will further the Portland Parks & Recreation mission.
Community members, stakeholder and agency representatives have formed an advisory committee for planning this development. Over the next 14 months, the committee will help develop a technically feasible and user-friendly trail plan. Committee members will collaborate with the community, stakeholders and property owners to understand and address various needs and concerns going forward.
The North Portland Greenway Trail project will:
Create an accurate aerial and terrain base map of the alignment corridor.
Recommend a preferred alignment for the entire trail corridor.
Provide trail cross sections and design features.
Identify trail segments and create implementation checklists.
Clarify private property impacts and right of way needs.
Provide preliminary cost estimates for identified trail segments.
The following dates have been scheduled for Project Advisory Committee (PAC) meetings and open house events. The public is welcome to attend the PAC meetings, and we highly encourage participation in open houses.
All meetings will take place at the University of Portland, Chiles Center, Hall of Fame room, from 6:30-8:30.

This Tuesday is the OKNA general membership meeting. A representative from Portland Public Schools will attend and give us a short update on what's new with them, then open the floor for your questions.
PPS will be talking about dealing with growing enrollment, aging school buildings needing repairs and delivering strong results for students in every neighborhood. We'd love to see lots of folks from Beach School at the meeting so Beach parents, please represent!

On the OKNA Facebook page (facebook.com/OKNAinPDX) this week, several public safety alerts from your neighbors. In the past week, there were several reports of strangers entering back yards, garages & sheds with thefts of everything from returnable cans to a bike.
Please take this gentle reminder to
1) Keep your valuables inside your (locked) home or outbuilding
2) Keep your backyard gates locked if possible; use safety lighting
3) Keep your eyes & ears open for people who don't belong in your yard or your neighbors'

4) The Storyteller at the historic Overlook House Community Center (Mondays)
The Storyteller will be at the historic Overlook House Community Center at 3839 N. Melrose Drive, every Monday afternoon from 3:30 to 4:30 PM for a free hour of children’s stories, songs and games around a make believe campfire in an imaginary northwest forest.
Jerry Cowan (The Storyteller) is a long time Overlook resident and has a current approval by the State of Oregon Child Care Division background registry to work with children. The stories involve imaginary forest animals based on Native American legends and myths. Some stories are “story-songs” that are crafted to be more compatible with younger children. The Storyteller's intent is to host a story hour where families can meet get to know each other and share some quality time with their children. There will be a full sized electronic keyboard and an extra full sized acoustic guitar available (with some music books for each) for any adults or older children who want to practice or share their talent and entertain the group. As always, guest storytellers and entertainers are welcome to perform anytime.

6) Trillium Charter School Auction Approaches (2/11)
Trillium Charter School's annual auction is happening on February 11th, 2012. This year’s auction will be a formal event hosted downtown, near PSU and the Crystal Ballroom, at the Eliot Center, 1011 SW 13th Avenue, the weekend preceding Valentine’s Day, and it’s all about feeling the love:

6) Public Safety Alert
Elder fraud awareness
Portland Police detectives are investigating three cases of theft in Southeast Portland where unknown males have been posing as Portland General Electric (PGE) employees and seeking to enter residences saying they need to perform inspections.
Elderly victims appear to be targeted. In one case, they forcibly entered an occupied residence and stole property belonging to the homeowner.
The suspects have not displayed credentials nor have they driven PGE vehicles. There may be one or two males attempting to contact residents. The men are only described as "scruffy-looking" white males.
All PGE employees carry official identification badges when contacting customers at their homes or businesses. PGE employees typically do not enter residences.
There may be other attempts that have not been reported. Anyone who has someone claiming to be a PGE employee at their door who does not have a PGE identification badge should immediately call 911. Ask the dispatcher to send an officer to check the area to take a report describing the suspects and any associated vehicles.

As the holiday season approaches, the Portland Police Bureau wants to remind shoppers that car prowls typically increase this time of year. In the hopes of educating and reminding the community, the Police Bureau is re-releasing its car prowl video-a 15-second public service announcement.
The Police Bureau invites you to share this with the community; Facebook fans are also asked to share it on their Facebook and social media pages.
Police want to remind the community to never leave valuables in their car. If you must store anything in your vehicle, keep it out of sight. Park in busy, well-lit areas when possible.

If you find a storm drain clogged, please call 503-823-1700 and report the location, especially now when some are making a street into a river. During a rainstorm is a tough time for the Bureau of Maintenance, but they need your help to know how to prioritize their work.
You can also help by clearing the storm drains in front of and near your home.
As we go through winter, please do your usual good practice of keeping a good look out for your neighbors, particularly our older citizens and shut-ins and with current economic times the way they are, almost anyone might be going without utilities, etc. So with the temperatures rapidly dropping and winter right around the corner, Jeff Cogen reminds us to refer folks to Multnomah County –funded community partners at 211. Operators at 211 will help those seeking shelter sort out their needs and get them connected with other essential services. Visit 211info.org

7) Meet the Storyteller (Mondays)
Jerry Cowan is a long time Overlook resident and has a current approval by the State of Oregon Child Care Division background check to work with children. Jerry hosts a free storytelling hour at The Overlook House, 3839 N. Melrose Drive, every Monday Afternoon from 3:30 to 4:30 PM with stories, games and songs to entertain children from preschool through elementary grades.
This is an opportunity for parents to relax, meet the neighbors and enjoy some quality time with their children. The stories are based on ancient Native American legends and myths and are meant to inspire an appreciation for our forests and the animals that inhabit them. Children must be accompanied by a parent or adult guardian.

Construction efforts on this long-anticipated project are now ramping up. Portland Parks & Recreation invites you to a construction kickoff celebration on Tuesday, November 15 at 3:30pm.

3) Tree Summit: Help create a neighborhood tree plan (11/19)
Saturday 11/19, 2011, 9am-4pm; St. Johns Community Center 8427 N Central St.
During the summer of 2011 many neighbors volunteered hundred of hours inventorying the street trees in Overlook and five other neighborhoods.
Join with Portland Parks & Rec Urban Forestry staff and interested community volunteers to find out what we learned from all that counting. Street tree health, under-planted areas, species diversity, tree maintenance, and work sessions to begin to formulate a tree plan for our neighborhood.

After reading that as many as 40% of parents throw out their kids' candy, maybe this is a worthwhile activity more of us can do next year.

2) Discounted Trees & Volunteer Call: Order & Sign Up Now (now)
Trees are available at steeply discounted rates again this year for Overlook residents! Friends of Trees offers trees for your yard and sidewalk planting strip for only $50. If that is too much, extra discounts are available if you inquire. Go to Friends of Trees' website, www.FriendsOfTrees.org, and create an account. Once you are logged in, you can order yard trees or sign up to have a tree specialist inspect your planting strip. After the specialist checks out the place that you want to plant trees in the planting strip, you can get back on the website and order trees for that place.
Whether or not you order tress, come out on Saturday, January 28th for the neighborhood planting event. We will meet at Kaiser Permanente Town Hall at 8:30 for hot drinks and some breakfast items. Then we will go out in small groups and plant trees. Last year over a hundred neighbors came out, and we want you to join us this year! If you want to contribute but can't do minor physical planting work, please consider contributing some breakfast item or a dish for the big lunch we will have after all the trees are planted. Every year we also need people to help organize the meeting places, and to drive volunteers and trees in your pickup truck. Last year was a huge success and we're going to make it even better this year. So get in on the fun!

3) This is Only A Test! (Wednesday 11/9)
When the test occurs, please do not call 911.
The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA), the Federal Communications Commission (FCC) and the National Oceanic and Atmospheric Administration (NOAA) will conduct the first nationwide test of the Emergency Alert System (EAS) on Wednesday, November 9th 11:00 a.m. P.S.T.
When the test occurs, please DO NOT call 911. The public will hear a three-and-a-half minute message clearly indicating, "This is a test." The message will be the same across radio, television, cable and satellite outlets. To further avoid confusion, TV outlets may prepare an on-screen "crawl" or other visual reminder indicating this is merely a test. The national-level EAS is an alert and warning system that enables the President to address the American public during extreme emergencies. This test will resemble frequently conducted, local EAS tests. However, this is a national event. As such, this test will broadcast to television and radio outlets throughout the country.
This event serves as a reminder that everyone in the Portland area should sign up at www.PublicAlerts.org to receive emergency notifications via landline phone, cell phone, text and email. In cases of an actual emergency, the PublicAlerts system enables local response personnel to notify homes and businesses as needed with information to protect life and safety.

5) Host an Exchange Student! (now, for the New Year)
Have you ever been curious about hosting an exchange student? High school students arrive from Malayasia for a 1 semester study abroad program. This is a perfect opportunity to open your Overlook home and welcome a young person for 5 months. Below is a profile of one student arriving in January. Single parents, "empty nesters", retirees, as well as traditional 2 parent families are all welcome to apply.
Jern Ken, or Ken for short, is familiar with being in the minority and acclimating to different types of people. He is one of a handful of Chinese students in his predominantly Malaysian school, but that has not stopped him from leading various school projects, organizations, and becoming a role model for his peers. Ken strives for excellence in his studies, with hopes of entering the finance sector in his future and he is quite eager to "explore the interrelatedness between culture and economy" during his semester abroad. Ken is close with his family and together they enjoy trips to the bookstores, noting that "we can spend a whole day there." Ken also values his network of friends, and prides himself on their diversity. This multicultural young man, with a strong work ethic and easy-going demeanor are sure to make him "an awesome exchange student."

Overlook Public Safety Special Edition Email
Hello Overlook neighbors,
This past week has been an active and, for many, troubling one. There are several important things going on that you should be aware of. Yes, I hate the `should' word too, but this is worth your attention.
First, thank you to neighbor Julie Rawls for organizing Wednesday evening's Overlook Public Safety Forum. Overlook Crime Prevention Coordinator Mark Wells hosted an evening of speakers from many of our public safety offices and attendees learned who to contact and when. The arson briefing from Captain Greg Wong of the Fire Investigation Unit of the Portland Fire Bureau generated a lot of interest. Please be aware that there has been a series of arson and suspected arson fires in the Overlook area.
Captain Wong and Portland Police Commander Mike Leloff say that citizen tips will be what breaks this case and they are asking for your help.
"Over-report" is a word they both used; if you see ANYone who does not belong in your area, is acting suspicious or is out roaming around late at night, CALL POLICE. You can call 911 or non-emergency 503.823.3333 based on your own judgment, but they want to stop these fires and your call may make the difference.
Investigators want your tips!
Report anything suspicious; you know what is normal for your block and what is not. Call.
Practice safety at home:
Check your property every day, and report fire damage immediately.
Move flammable items away from your buildings.
Make sure you have working smoke detectors in your home, every floor, every sleeping area.
Call and make that report. If you say to yourself `Yeah, I should probably call that in.. " it's worthy of calling. Make the call.

This week also saw arrests made in a neighborhood drug sales house thanks to neighbors' use of the community warrant process. From the PPB press release:
On Tuesday, October 18, 2011, in the early morning hours Portland Police officers assigned to North Precincts Neighborhood Response Team and the Special Emergency Reaction Team served a search warrant on a drug house in the 3900 block of North Massachusetts.
The Neighborhood Response Team began this investigation over a year ago because of numerous neighborhood complaints. At one point a neighbor gave officers an 8 X 10 flyer found in the neighborhood that said "Heroin for sale" and it gave the address and the names of the dealers. At several Public Safety Action Team meetings neighbors told the Neighborhood Response Team Officers how bad the drug problem was in their neighborhood. Neighbors demanded something be done.

Please read the below Press Release from Portland Fire and Rescue issued on 10.05.11 in regards to an active arson investigation that is focusing in the Overlook neighborhood area. If you have information directly related to this investigation, the contact Detective is listed. This is a very unsettling crime and has the potential for causing a large amount of panic and/or speculation. Please know the many investigators and detectives assigned to this case are working diligently with all available resources. We will be communicating as much information to the public as possible; however, please remember this is an on-going investigation and few details can and will be released.
Portland Fire & Rescue Investigating North Portland Arson Fires
Portland Fire & Rescue is actively investigating several recent arson fires in North Portland. These early morning fires were discovered to the exterior of homes in the Overlook Neighborhood. Portland Fire & Rescue Fire Investigations is being assisted by partnering agencies of the Metro Fire Investigation Team including Portland Police, ATF, and Oregon State Police. Due to the ongoing investigation, Investigators are unable to release further information at this time.
Portland Fire & Rescue urges all households, particularly those in North Portland, to take the following precautions:
1. Secure items that could easily burn in a safe location.
2. Ensure your home is equipped with properly functioning smoke alarms in every sleeping area and on every floor.
3. Report suspicious persons and activities to police immediately.

You still have time to apply for a City of Portland Neighborhood Small Grant for 2012. Grant applicants need to submit their applications by the end of October. The neighborhood coalitions will be giving out approximately $189,600 for community projects and events to be completed in 2012. The goal of the grant program is to provide neighborhood and community organizations the opportunity to build community, attract new and diverse members, and sustain those already involved. Neighborhood associations and community organizations are eligible to apply.

7) Reward Offered in Overlook Car Prowl Case
PORTLAND POLICE BUREAU NEWS RELEASE: Crime Stoppers #11-35 Kaiser Car Prowl
The Portland Police Bureau, in cooperation with Crime Stoppers, is asking for the public's help in identifying a car prowler in North Portland.
On September 11, 2011, a Portland Police officer assigned to North Precinct responded to the report of a car prowl at 5115 North Greeley Avenue, in the Kaiser Permanente parking lot. The theft occurred sometime between 3:30 p.m. on the 10th and 3:30 a.m. on the 11th.
The victim reported that her vehicle had been broken into and a Phaff sewing machine, valued at more than $2,000, had been stolen. The suspect broke both passenger side windows and the rear window during the theft.
The suspect is described as a white male in his 20s, 5'09", 165 pounds, with a bald head, wearing a black t-shirt and black shorts.

Investigators from the Portland Police Bureau believe that the suspect may be responsible for additional neighborhood car prowls and are asking for the public's help identifying him.
