1) Public Safety: Residential Burglaries

PLEASE remember that with warmer weather comes more open windows and burglaries follow.
A neighbor emailed us with reports of two burglaries this past week in the south end of the neighborhood. One unfortunate woman came home to find the creeper still in her house.
Those of us who work from home or are otherwise around during the day can help.. if we know who is supposed to be where and when. We can call 911 if we see someone who doesn’t belong at our neighbor’s house. We can call non-emergency 503-823-3333 when there are unwanted people hanging around the neighborhood.

It takes all of us to be safe; start with something at home first (lock your doors and windows!).

3) Move Your Vehicle! Tree Trimming Starts Monday (4/29)

The sewer construction project is about to start. Emery & Sons Construction has hired Rich’s Tree Service to prepare the streets for construction. Please know that this tree trimming is being done at City expense specifically for the needs of the sewer construction. What this means is that trees will be trimmed to allow the construction equipment the necessary clearance to operate safely. Aesthetic issues (such as pruning all the way around a tree to create symmetrical balance) are outside of the scope of this tree trimming operation.

The first phase of tree trimming will begin on Monday, April 29th at 8:00 a.m.

Vehicles which are parked on the street in the areas listed below will need to be removed prior to 8:00 a.m. on Monday, April 29th.
Court Avenue, Skidmore Court, Massachusetts Street, Blandena Street, Concord Street (Blandena to Wygant), Concord Street (Alberta to Sumner), Emerson Street (Greeley to Burrage), Sumner Street (near Delaware)

4) Small Business Reception with State Senator Chip Shields (4/30)

Join State Sen. Chip Shields on April 30th at EaT Oyster Bar on N. Williams for an Oregon Small Business Reception! This is an opportunity for you to share your concerns and ideas.  I will also share some of the initiatives I am working on related to small business protection, like making health insurance companies justify their premium increases and giving the Oregon Attorney General the power to sue insurance companies that engage in fraud.  Although I am hosting the event for small businesses in N/NE Portland, everyone is welcomed to attend!  There will be complimentary hors d’oeuvres and a no-host bar.

Over the years, the Street Fair has grown into a major neighborhood and community event, focused on helping local businesses, artists and upwards of 3,500 neighbors come together in one place. In addition, the Street Fair features delicious food, kids’ activities, a dog costume contest, two music stages and live bands.

OKNA and Sustainable Overlook would like to invite you to Tomatoes for Trash: Overlook’s 2013 Earth Day Clean Up

When:  Saturday April 20 from 10:00AM-2:00PM
(come when and for as long as you like)

Where:  Overlook’s Pittman HydroPark, north of the Concord-Going Pedestrian Overpass

Every participant that shows up and contributes by collecting a bag of refuse found littered around the neighborhood will receive a free tomato start grown by one of our own green-thumbed neighbors.  In an effort to be as responsible as possible with the collected materials, we will be providing onsite recycling sorting and education with the goal of diverting all recyclable items to Far West Fibers, a nearby recycling depot that recycles everything from styrofoam to electronics to athletic shoes!

Mark your calendars and remember to bring along some gloves.  Bags will be provided.  If you also have any items that you would like to recycle that aren’t accepted curbside, bring those along as well!  Come join the fun and meet others who are passionate about recycling, gardening, and a healthy neighborhood.

3) Earth Day Clean Up on Swan Island (4/20)

Solve will be doing a beach clean up on Swan Island’s McCarthy Park, Earth day, April 20th, 2013

In addition to the beach clean up we’ll be installing fishing line recycling units, sorting the trash into recycling. The sorting will be in the parking lot and be fairly handi-accessible. Location is near busline, more information on the volunteer page below.

4) Boston Tribute Walk (4/22)

A message for the neighborhood:
On Monday 4/22 at 2:50 Adidas employees will be gathering for a 1 mile Boston Tribute Walk from the Village to show our support for the tragedy that took place this past Monday. We are not sure of the numbers yet as the walk is voluntary but wanted to give the neighborhood a “heads up” in case they see 100 or more employees walking through the neighborhood. The route will take us up Greeley, left on Willamette to Jessup, right on Jessup to Greeley then back to the Village.
Neighbors are free to join in along the route or meet at the Village for the start.

OVERLOOK BLUFF SPRING PLANTING

Saturday, April 6 –9:00 a.m. -1:00 p.m.

Celebrate spring in the beautiful Overlook neighborhood on April 6 by helping restore native oak habitat, which once extended from California to British Columbia.  Friends of Overlook Bluff‘s spring planting event is sponsored by SOLVE and supervised by Portland’s Environmental Services Revegetation Specialist.  We will plant native species along the eastern slope of the Willamette River — above the train yards — in the 3900 block of N. Overlook Terrace. This project follows up on last fall’s invasive species removal. Species to be planted include red flowering currant, mock orange, tall Oregon grape, madrone, and oak.  A picnic in the meadow, with panoramic views of the bridge and city, will follow. 3) North Portland PSAC Meeting (2/27)

The next North Portland PSAC meeting is Wednesday, February 27th at 7:00 pm.

Our guest presenter is Cameron Herrington from the Bureau of Environmental Services.  They are accepting applications for grant funding for projects that improve watershed in the city.   He will share a success story from SE Portland that improved watershed, but also decreased criminal activity in the project area.  Let’s have our own success story in North Portland!

ATTENTION: People who expressed an interest in the "Dog Bowl" project announced a couple of weeks ago, take note. This is one grant program proposed to fund improvements! Attending this meeting will be a great head start.

4) Jefferson Grad Returns With Portland Timbers
The No. 1 overall pick in the 2010 MLS SuperDraft, Mwanga who starred on the Jefferson High School soccer team and Oregon State University, has recorded 15 goals and nine assists in 79 regular-season matches over four MLS seasons. He is returning for his second season with the Portland Timbers.

Mwanga, 21, played in 18 matches for the Timbers last season, scoring three goals after joining the club in a trade with the Philadelphia Union on June 6.

The No. 1 overall pick in the 2010 MLS SuperDraft, Mwanga has recorded 15 goals and nine assists in 79 regular-season matches over four MLS seasons.
"It is very exciting to come back and continue to play in my hometown with the Timbers, and I am grateful to be able to play in front of such a great group of fans that have supported me through high school, college, and now, my professional career," said Mwanga.

Overlook’s Officer Garrison reminded us at this week’s OKNA meeting to be wary of door-knocking scams in the neighborhood; people coming around and scoping out houses or perhaps finding out who is home alone during the day. OKNA uses communications funds to print our quarterly newsletter, we rely heavily on our Crime Prevention Coordinator (ours is the newest hire), DEPEND on our graffiti abatement assistance & neighborhood grants fund many of our cool neighbor-generated projects. All of these programs face severe cuts.
We’ll probably ask you to stand up for us, but we’re interested in your thoughts. Would you go to a budget hearing to speak up for the Office of Neighborhood Involvement (ONI)?

2) Portland Police Have Two Requests

Mobile App Users

Each day the Portland Police Bureau sends out Flash Alerts and other notifications to our Portland residents. To enhance our communication and ability to collaborate with our community to improve safety in our city, we are currently exploring the development of a new mobile app. This idea, generated by one of our officers, would allow users to configure news feeds from us based on areas of interest so that they can keep better informed about safety issues that directly affect them.

Your thoughts about this project would be extremely helpful. Can you give us a few minutes of your time to share them with us?

Portland Police Bureau Survey

If you’ve attended OKNA meetings in the past year, we’d like to hear from you. The purpose of this survey is to evaluate police participation and communication with Neighborhood Associations across the city.

The survey itself is available online at http://neighborhoodassociationsurvey.questionpro.com/, and should take about 20-25 minutes to complete. I am also happy to provide hard copies of the survey upon request. The survey asks questions about the demographics of your association, the specific participation of police in your meetings, and what kind of interactions with the police bureau you would like to see. Even if you have had limited or no involvement with the police bureau we would still ask you to take the survey, as the information about the lack of outreach from the bureau is important to us.

If you would please distribute the survey to people who have attended multiple Neighborhood Association meetings in the past year that would be great.

3) Nuts About Nature Program for Kids

Hello! My name is Chrissy Larson, and I direct the Nuts About Nature program with Portland Parks & Rec – City Nature.

I am running classes this Winter & Spring in Southeast, North and Northeast Portland. The classes are drop-off style nature classes for children 3-6 years old, and each class lasts 2 hours. Children travel through the park in small groups of 5-8 with two of our highly-trained Preschool Naturalists. Children have a chance to explore, play, hear stories, and eat a snack along the trail. Currently, I have spaces available for the Winter sessions at Mt Tabor Park (Tuesday afternoons), Peninsula Park (Wednesday afternoons), and Sellwood Park (Friday afternoons). I am also interested in trying to find some new families to join us at Whitaker Ponds Natural Area this April & May on Wednesday afternoons. If people have questions, they can always contact me!

4) Earth Day Clean Up on Swan Island (4/20)

Solve will be doing a beach clean up on Swan Island’s McCarthy Park, Earth day, April 20th, 2013

In addition to the beach clean up we’ll be installing fishing line recycling units, sorting the trash into recycling. The sorting will be in the parking lot and be fairly handi-accessible. Location is near busline, more information on the volunteer page below.

The American Red Cross hosts their annual Dr. Martin Luther King, Jr. Blood Drive Monday, Jan. 21, at their Portland Donor Center, located at 3131 N. 3) Neighborhood Tree Planting -  Come for the Fun! (1/26)

Please join your neighbors for a great community-building morning of tree-planting on Saturday, January 26, rain or shine. It’s too late to order your own tree for this year’s planting, but you can still participate.

Arrive by 8:45am to enjoy some hot coffee and breakfast treats.  The planting starts promptly at 9:00am. We provide gloves and tools, so all you need to do is show up dressed for the weather and wearing sturdy shoes. Our neighborhood volunteers will also provide a potluck lunch for all volunteers after the planting is complete.

6) Earthquake Planning

Here is some important information from the Portland Bureau of Emergency Management (PBEM) about what to do if you need help following a major earthquake.

After a major, destructive earthquake, phone systems could crash. Computers, smart phones and other communication devices may become useless. If you’re sick, injured or in danger, how will you call for help?

The Portland Bureau of Emergency Management (PBEM) is in the process of establishing 48 Basic Earthquake Emergency Communication Node (BEECN) sites throughout the city.

BEECNs (pronounced “beacons”) are places to go for emergency assistance and information during a post-earthquake communications blackout. BEECNs are intended for use when phones and email aren’t working and when residents in dire need of help are unable to remain safe at home. Workers at BEECN sites will use radios to relay calls for help to first responders.

“Communication is critical in the hours after an earthquake. It’s how lives are saved and how precious emergency resources are managed smartly. Radios are a great way to bridge the communication gap when phones are down,” said PBEM Director Carmen Merlo. “And with 48 sites carefully chosen across the city, emergency help is not far away.”

Overlook’s nearest sites are Arbor Lodge Park and Jefferson High School’s field.

Residents can go to their nearest BEECN sites to report severe damage and injuries. BEECN workers can also help access resources such as water, shelter or first-aid. During this time, OPB radio 91.5 FM may broadcast official emergency messages directly from the City of Portland.

A map of BEECNs arrived in all Portlanders’ mailboxes in December. Updated information is available at www.PublicAlerts.org/earthquake. PBEM’s goal is to have each of these temporary nodes activated under a clearly marked red and white shelter within 24 hours of an earthquake, if needed. The Bureau is now acquiring equipment for the BEECN network and staffing it with city employees, Neighborhood Emergency Team (NET) members and other volunteers.

Does your neighborhood project need funding?

The North Portland Neighborhood Services Small Grants Program (NPNSG) is a grant provided by the City of Portland, distributed by the Office of Neighborhood Involvement (ONI) and administered by NPNS. The goal of  the program is to provide neighborhood and community organizations the opportunity to build community, attract new and diverse members, and sustain those already involved. The creation of this grant program allows a wide variety of community projects to be funded and implemented each year.

NPNS will be distributing approximately $20,000 total for community projects to be completed by December 2013. Grant application and selection will be administered by NPNSG committee members, made up of seven North Portland residents, in early 2013.

The City of Portland Bureau of Transportation advises visitors to Downtown Portland, the Lloyd District and Marquam Hill for the upcoming holiday weekends that on-street parking will be free at the meters on Christmas Day, which is Tuesday, December 25, and on New Year’s Day, which is Tuesday, January 1. Regular parking rates will apply all other days.

2) City Council to Hear More about No-Parking Apartments (12/20)

At its December 20 afternoon meeting, Portland City Council will hold a one-hour session about New Apartments and Parking.

4) N/NE Enrollment Balancing Discussion Continues (deadline 12/19)

The PPS rebalancing discussion continues, with a little more time for neighbors and parents to give input on the choices being offered. At stake is the future of our neighborhood school, Beach School, and its Spanish language immersion program.

Lines for Life is a local organization that operates a 24/7 hotline for those facing the challenges of suicide and mental health crises, and their crisis counselors are waiting for your calls.

You can reach these services by calling 1-800-SUICIDE or their new local phone number (503) 972-3456.

We can all do our part in getting the word out. With that in mind, I ask that you click on the image linked below, print out the flyer, and post it on the community board at your workplace, church, community center, or other gathering spot to help those who may be in need.

By sharing this flyer at local gathering places or online, you can help make sure Portlanders know that support in the midst of a mental health crisis is just a phone call away.
