    If it ain't neon, it shouldn't be on! Come play ping pong for charity, as adidas Originals teams up with Pips & Bounce to raise money for the Children's Healing Art Project (CHAP)!

    2) Sewer Repair Traffic Issues

    Apparently the traffic situation isn’t going as well as hoped. The following info is to help you get around possible delays from sewer construction;

    “Use the major east-west streets (Ainsworth, Killingsworth , Alberta , Skidmore) as much as possible when traveling through the neighborhood – especially at rush hour.  Use Denver , MLK, Vancouver-Williams or Mississippi/Albina (the last above Fremont ) are good for north-south travel.”

    BES tells us: Emergencies have required that the contractor work past normal construction hours a few days to fill large sink holes that could be dangerous to the public and to ensure that the construction site is safe overnight. I have spoken directly to the construction manager and to the contract manager about reported concerns of crews firing up trucks before 7 a.m. and working past 6 p.m.  I have also forwarded questions about the traffic control plan to the project team and traffic engineer responsible for the plan. I am responding to your inquiries as soon as possible.

    Work on the public sewer line continues this week on N Sumner St. between Montana and Missouri . Necessary tree trimming in various locations will continue into next week to ensure adequate clearance for large equipment and to protect trees.

    Next week crews plan to move to N Ainsworth between Concord and Campbell and work on N Going Ct.   Impacted properties should receive a construction notice from the contractor a few days before construction moves into a new area.

    4) Neighbor Discounts to Annual Festival (6/27-6/30)

    The North American Organic Brewers Festival always offers a $1 discount off the tasting cup to those who donate 3 cans of food, take Tri-Met, or ride their bike to the event (one discount per person). Now, they're extending the offer to Overlook neighbors who walk to the event! If you live in the zip codes of 97227 or 97217, go to the “discount line” at the token sales booth on-site and show ID with proof of Overlook residency to receive $1 off.

    Also, if any neighbors have any issues with noise from the stage this year, please call or text our stage manager, Daniel Sutherland, at 615-522-1411; he will be on-site at the event and can deal with any issues that arise.

    5) 2013 Overlook Yard Sale & Free Share (7/20-7/21)
    Sustainable Overlook would like to remind you that this year's neighborhood-wide Yard Sale will be held Saturday July 20th with the accompanying Free Share happening Sunday July 21st.  If you are interested in participating by holding a yard sale and would like your house anonymously located on a map that will be shared throughout the neighborhood and online, please e-mail Josh Cabot at josh.cabot@gmail.com. The deadline for being included on the map this year will be Wednesday, July 10th.

    If you are only interested in participating in the Free Share, there is no need to contact Josh unless you would also like to be included on the map.
    For those of you looking for some great deals, this map will be published online and made available by print on Wednesday July 17th, just days before the sale. Whether buying, selling or sharing, we hope you can take part!

    Community Livability Grant Application & Information

    PDC will offer a total of $975,000 in Community Livability Grant funding in fiscal year 13/14, and applications and evaluation criteria are now available online atwww.pdc.us/clg.

    Up to $600,000 will be available in the Lents Town Center Urban Renewal Area (URA); $300,000 in the Interstate Corridor URA; an additional $75,000 will be available in the Gateway Regional Center URA, where the program is being introduced for the first time.

    2) Native Plant Sale to Benefit FOOB (6/1)

    Just in time to round out your spring landscaping, Friends of Overlook Bluff is holding a native plant sale on Saturday June 1 from 9a-3p.
    Stop by the open meadow with the oak tree in the 3900 block of Overlook Terrace
    to chose pretty species that benefit our bluff's ecosystem. We will have drought-tolerant, sun, shade and bird-bee-butterfly attractor varieties. There will be information on hand to help guide your choices, as well as in bloom plants! It is also a good opportunity to learn more about Friends of Overlook Bluff and our goals to preserve, restore and connect the natural areas in our neighborhood.

    You might even want to purchase a plant to take to the intersection planter installation and street cleaning happening two blocks away on the same day.

    4) Caught Short? Public Transportation & Toilet Survey (by 6/10)
    Dear Portland Neighbors –

    This email is an invitation to participate in the 2013 Portland Public Toilets and Transportation Survey. It asks 20 short questions and should only take 3-5 minutes to complete.

    My name is Kate Washington and I am, not only a neighborhood association board member and committee chair, but also a Portland State University student researching the connection between the availability of public toilets and Portlanders’ public transportation usage. Your responses will help me understand Portlanders’ transit habits and attitudes regarding public toilets. They will also help me understand whether having more public toilets would help people use public transportation more often.

    5) Metro Grant Opportunity

    At their meeting in May, Metro’s North Portland Enhancement Grant Committee finalized the next steps for distributing the remaining $1.6 million in the enhancement fund by 2018. Letters of interest for capacity building grants from organizations and individuals that support the neighborhoods of University Park, Arbor Lodge, Portsmouth, Overlook, Cathedral Park, St. Johns and Kenton are now being solicited by the Committee. Letters of Interest are due by 4 p.m., Tuesday, Sept. 5, 2013. Details about eligibility and the application process can be found here: http://www.oregonmetro.gov/northportlandgrants.

    The Committee also confirmed its support for the North Portland Greenway Trail, pledging $851,000 toward the construction of a pedestrian bridge over Columbia Boulevard and a trail to an overlook that will be constructed on the former St. John’s Landfill. The Committee encouraged Metro staff to seek additional opportunities to leverage the enhancement funds through partnerships, grants and other donations to complete a 4-mile section of the trail between Chimney and Kelley Point Park.

    6) Sewer Project Updates

    Hello Overlook Community,

    Work continues near the Adidas Campus at Sumner and Greeley. The contractor has approximately one month to complete the work near the Adidas Campus. 

    Unfortunately, Greeley will be affected by this sewer project for many months to come. Sewer work segments also cross Greeley at Emerson, Willamette Blvd. , Killingsworth, and Ainsworth.

    The following streets are currently being worked on or are up next:

    N. GREELEY AVE (SUMNER to EMERSON)

    OKNA and Sustainable Overlook would like to invite you to Tomatoes for Trash: Overlook’s 2013 Earth Day Clean Up

    When:  Saturday April 20 from 10:00AM-2:00PM
    (come when and for as long as you like)

    Where:  Overlook’s Pittman HydroPark, north of the Concord-Going Pedestrian Overpass

    Every participant that shows up and contributes by collecting a bag of refuse found littered around the neighborhood will receive a free tomato start grown by one of our own green-thumbed neighbors.  In an effort to be as responsible as possible with the collected materials, we will be providing onsite recycling sorting and education with the goal of diverting all recyclable items to Far West Fibers, a nearby recycling depot that recycles everything from styrofoam to electronics to athletic shoes!

    Mark your calendars and remember to bring along some gloves.  Bags will be provided.  If you also have any items that you would like to recycle that aren't accepted curbside, bring those along as well!  Come join the fun and meet others who are passionate about recycling, gardening, and a healthy neighborhood.

    4) Boston Tribute Walk (4/22)

    A message for the neighborhood:
    On Monday 4/22 at 2:50 Adidas employees will be gathering for a 1 mile Boston Tribute Walk from the Village to show our support for the tragedy that took place this past Monday. We are not sure of the numbers yet as the walk is voluntary but wanted to give the neighborhood a “heads up” in case they see 100 or more employees walking through the neighborhood. The route will take us up Greeley, left on Willamette to Jessup, right on Jessup to Greeley then back to the Village.
    Neighbors are free to join in along the route or meet at the Village for the start.

    Celebrate spring in the beautiful Overlook neighborhood on April 6 by helping restore native oak habitat, which once extended from California to British Columbia.  Friends of Overlook Bluff‘s spring planting event is sponsored by SOLVE and supervised by Portland’s Environmental Services Revegetation Specialist.  We will plant native species along the eastern slope of the Willamette River — above the train yards — in the 3900 block of N. Overlook Terrace. This project follows up on last fall’s invasive species removal. Species to be planted include red flowering currant, mock orange, tall Oregon grape, madrone, and oak.  A picnic in the meadow, with panoramic views of the bridge and c

    3) North Portland PSAC Meeting (2/27)

    The next North Portland PSAC meeting is Wednesday, February 27th at 7:00 pm.

    Our guest presenter is Cameron Herrington from the Bureau of Environmental Services.  They are accepting applications for grant funding for projects that improve watershed in the city.   He will share a success story from SE Portland that improved watershed, but also decreased criminal activity in the project area.  Let's have our own success story in North Portland!

    ATTENTION: People who expressed an interest in the “Dog Bowl” project announced a couple of weeks ago, take note. This is one grant program proposed to fund improvements! Attending this meeting will be a great head start.

    4) Jefferson Grad Returns With Portland Timbers
    The No. 1 overall pick in the 2010 MLS SuperDraft, Mwanga who starred on the Jefferson High School soccer team and Oregon State University, has recorded 15 goals and nine assists in 79 regular-season matches over four MLS seasons. He is returning for his second season with the Portland Timbers.

    Mwanga, 21, played in 18 matches for the Timbers last season, scoring three goals after joining the club in a trade with the Philadelphia Union on June 6.

    The No. 1 overall pick in the 2010 MLS SuperDraft, Mwanga has recorded 15 goals and nine assists in 79 regular-season matches over four MLS seasons.
    “It is very exciting to come back and continue to play in my hometown with the Timbers, and I am grateful to be able to play in front of such a great group of fans that have supported me through high school, college, and now, my professional career,” said Mwanga.

    6) Scam Warning/Elderly Victims

    Overlook's Officer Garrison reminded us at this week’s OKNA meeting to be wary of door-knocking scams in the neighborhood; people coming around and scoping out houses or perhaps finding out who is home alone during the day. There is a particular concern for our older residents, including this scam over the phone, linked below.

All of these programs face severe cuts.

    2) Portland Police Have Two Requests

    Mobile App Users

    Each day the Portland Police Bureau sends out Flash Alerts and other notifications to our Portland residents. To enhance our communication and ability to collaborate with our community to improve safety in our city, we are currently exploring the development of a new mobile app. This idea, generated by one of our officers, would allow users to configure news feeds from us based on areas of interest so that they can keep better informed about safety issues that directly affect them.

    Your thoughts about this project would be extremely helpful. Can you give us a few minutes of your time to share them with us?

    If you’ve attended OKNA meetings in the past year, we’d like to hear from you. The purpose of this survey is to evaluate police participation and communication with Neighborhood Associations across the city.

    The survey itself is available online at http://neighborhoodassociationsurvey.questionpro.com/, and should take about 20-25 minutes to complete. I am also happy to provide hard copies of the survey upon request. The survey asks questions about the demographics of your association, the specific participation of police in your meetings, and what kind of interactions with the police bureau you would like to see. Even if you have had limited or no involvement with the police bureau we would still ask you to take the survey, as the information about the lack of outreach from the bureau is important to us.

    3) Nuts About Nature Program for Kids

    Hello! My name is Chrissy Larson, and I direct the Nuts About Nature program with Portland Parks & Rec – City Nature.

    I am running classes this Winter & Spring in Southeast, North and Northeast Portland. The classes are drop-off style nature classes for children 3-6 years old, and each class lasts 2 hours. Children travel through the park in small groups of 5-8 with two of our highly-trained Preschool Naturalists. Children have a chance to explore, play, hear stories, and eat a snack along the trail.     4) Earth Day Clean Up on Swan Island (4/20)

    Solve will be doing a beach clean up on Swan Island’s McCarthy Park, Earth day, April 20th, 2013

    In addition to the beach clean up we’ll be installing fishing line recycling units, sorting the trash into recycling. The sorting will be in the parking lot and be fairly handi-accessible. Location is near busline, more information on the volunteer page below.

    3) Neighborhood Tree Planting -  Come for the Fun! (1/26)

    Please join your neighbors for a great community-building morning of tree-planting on Saturday, January 26, rain or shine. It’s too late to order your own tree for this year’s planting, but you can still participate.

    Arrive by 8:45am to enjoy some hot coffee and breakfast treats.  The planting starts promptly at 9:00am. We provide gloves and tools, so all you need to do is show up dressed for the weather and wearing sturdy shoes. Our neighborhood volunteers will also provide a potluck lunch for all volunteers after the planting is complete.

    6) Earthquake Planning

    Here is some important information from the Portland Bureau of Emergency Management (PBEM) about what to do if you need help following a major earthquake.

    After a major, destructive earthquake, phone systems could crash. Computers, smart phones and other communication devices may become useless. If you’re sick, injured or in danger, how will you call for help?

    The Portland Bureau of Emergency Management (PBEM) is in the process of establishing 48 Basic Earthquake Emergency Communication Node (BEECN) sites throughout the city.

    BEECNs (pronounced “beacons”) are places to go for emergency assistance and information during a post-earthquake communications blackout. BEECNs are intended for use when phones and email aren’t working and when residents in dire need of help are unable to remain safe at home. Workers at BEECN sites will use radios to relay calls for help to first responders.

    “Communication is critical in the hours after an earthquake. It’s how lives are saved and how precious emergency resources are managed smartly. Radios are a great way to bridge the communication gap when phones are down,” said PBEM Director Carmen Merlo. “And with 48 sites carefully chosen across the city, emergency help is not far away.”

    Overlook’s nearest sites are Arbor Lodge Park and Jefferson High School’s field.

    Residents can go to their nearest BEECN sites to report severe damage and injuries. BEECN workers can also help access resources such as water, shelter or first-aid. During this time, OPB radio 91.5 FM may broadcast official emergency messages directly from the City of Portland.

    A map of BEECNs arrived in all Portlanders’ mailboxes in December. Updated information is available at http://www.PublicAlerts.org/earthquake. PBEM’s goal is to have each of these temporary nodes activated under a clearly marked red and white shelter within 24 hours of an earthquake, if needed. The Bureau is now acquiring equipment for the BEECN network and staffing it with city employees, Neighborhood Emergency Team (NET) members and other volunteers.

    1) Recycle Christmas trees in North Portland

    Residents with curbside yard debris collection programs can recycle their trees at the curb but apartment dwellers might need to find a recycling option. Here are a couple of local Boy Scout Troops who will help you out:

    Boy Scouts Troop 52 will be in the Peninsula Optimist Club‘s tree lot (corner of N. Lombard and N. Chautauqua Blvd.). Starting Friday, you can pay $5 to drop a green tree, $10 for a flocked and $3 for a wreath. For $8, they’ll pick up your green tree. They’ll pick up between the Columbia River and Alberta Street, between North Vancouver Avenue and the Willamette River. Drop-off runs through Jan. 13, 10 a.m. – 7 p.m. every day except New Years Eve, when they’ll pack up at 4 p.m.

    Boy Scouts of America, Troop 71, will begin picking up trees Saturday at Holy Redeemer Catholic School, 127 North Rosa Parks Way. If you drop it off, it’s $8. They’ll pick up north to North Columbia and south To North Going between Northeast 15 Avenue and North Chautauqua. Pickup service is $12 for green, $15 for flocked. Call for hours: 503-285-0869.

    For the past six years, Portland community members have gathered by the tens of thousands with their neighbors and families to watch movies in their parks. Each event features a live band prior to each show and popcorn – all for free as part of Portland Parks & Recreation’s Summer Free for All.

    4) Coal Meeting Change! New Location Info (12/6)

    Oregon DEQ changed the location of the December 6th coal export hearing.
    Portland DEQ coal export hearing:
    December 6th, 5pm Rally; 6pm Hearing
    Ambridge Event Center
    1333 NE MLK Jr. Blvd.

    At the hearing, DEQ will present information about the coal export terminal and the three permit applications currently in review. Comments and questions will be accepted. DEQ may answer questions directly or post responses on their website, depending on the scope of the question. Sign up for comment or question will begin around 5:30 (waiting for confirmation from DEQ) and Columbia Riverkeeper and the Power Past Coal coalition will meet at 5pm for a short press conference.

    The North Portland Neighborhood Associations approved a resolution asking for both and area-wide Environmental Impact Statement and a review of a Health Impact Analysis before permits for coal export were considered. DEQ is considering permits for the Morrow Pacific Project without an these important studies and without an individual EIS for this project – only a bare bones Environmental Review  has been completed.

    5) Free Plant Day at Cascade Campus (12/15)

    Saturday, December 15
    10 am – 3 pm
    Bring your shovels and take FREE plants home!

    To kick off construction of an underground parking garage, a new academic building and the new student center at Cascade, PCC is giving away all the plants in the existing parking lot between N. Albina St. and N. Mississippi Ave, just south of Jessup Street on Saturday, December 15.

    To support this community event, Hoffman Construction, the construction manager/general contractor for the project, is hosting a FREE Bratwurst BBQ featuring local sausages with all the fixings to people taking plants home.

    First come-first-serve plants will be available by self-serve excavation, so don’t forget your shovels. We will also dig up trees that can be salvaged with an excavator. All plants and trees in the lot are available, however, proper transportation must be provided by the person taking the plants. You can also reserve plants or small trees by contacting Jacob-mckay@hoffmancorp.com in advance.

    OKNA will provide drinks and our hosts at Daybreak Cohousing will have silverware, plates and napkins. You should bring a favorite dish to share: main dishes, salad, appetizers and deserts are all welcome. Please bring a serving spoon if your dish needs one.

    This meeting replaces our usual OKNA meeting for December.
